Some older plumbing systems do not have the shutoff valves, and sometimes you will see newer plumbing that, also, does not have the shutoff valves installed. No shutoff valves will leave you with no choice but to turn off the water at the main for repairs and remodeling; not always a convenient choice.

To install shutoff valves you first need to shut off the water at the main. Cutaway the old supply lines using a tubing cutter or a hacksaw; making the cut as straight as possible is very important, and then unscrew the coupling nuts. 

Shutoff valves come in three sizes: 3/8, 1/2, 3/4. Be sure to match up the correct shutoff valve with the size of your supply lines. Take a compression nut, and compression ring then slide the two over the copper water pipe. Make sure the threads of the compression nut face up. Take your shutoff valve and slide it over the pipe. Either use pipe joint compound on the compression ring or wrap Teflon tape around the threads of the shutoff valve. Tighten the shutoff to the pipe using the compression nut; either use an adjustable or regular size wrench. 

Most piping in houses or other structures is copper piping. Many manufactured houses have the plastic tubing for the water supply; be sure to properly identify which type of piping you are working with. The supply tube is the tubing that runs from the base of the faucet down to the shutoff valve. You need to bend the tubing so that it will fit down into the shutoff valve being careful not to crimp the tube, as this will impede water flow. Next, take the supply tube and place the tubing between the base of the faucets and the shutoff valve, and mark the tube to the correct length. Cut the tubing. 

Now connect the bell-shaped end of the supply line to the base of the faucet and tighten the other end to the top of the shutoff valve via the compression ring. One of the most important, and most overlooked, aspect of do-it-yourself plumbing is the tightening up of the connections. Make sure everything is tightened up but not over tightened. It is very easy to strip threads when working with plumbing. Turn the water back on at the main and check for leaks. Turn the water on at your newly installed shut off valve, and check for leaks from the base of the faucet. You are done.

Shutoff valves are handy to have wherever a faucet is located. You may want to install new faucets or maybe an existing faucet has an annoying leak. It is far better to turn off the water under a sink as opposed to cutting off the water supply at the main. The installation of shutoff valves should take the beginner do-it-yourself person around an hour with the proper tooling. As always, if for any reason you are unsure on how to tackle the project, call in a professional.
